Regardless of any state's domestic position on dual citizenship in physical jurisdictions, no sovereign state on Earth possesses lawful jurisdiction in cyberspace beyond the boundaries of its own deployed production systems — its government-owned networks, its officially-operated digital infrastructure, and computer systems within its territorial control. The vast majority of the digital realm — every blockchain, every decentralised network, every cryptographic identity layer outside state-operated infrastructure — lies outside the lawful reach of any single nation.
Imperium Romanum exists entirely within this extra-jurisdictional digital space, anchored physically only to terra nullius in Marie Byrd Land. By international law as currently written, no state may lawfully prevent its nationals from holding cyberspace identity credentials.

The DAO does not govern citizens; ASI-Evolve does not govern the DAO. Both govern each other's authority envelope: the DAO sets the parameters ASI-Evolve is allowed to auto-tune; ASI-Evolve provides the simulation evidence and telemetry the DAO uses to make informed decisions.

Phase I · Cognition Base
NOW: Seed Supabase vector store with the Imperium constitution, historical operational logs, and community forum content. Analyzer scans continuously for inefficiency signals.
Phase II · Evolution Engine
Q3 2026: Enable policy-mutation proposals. Mutation → crossover with historical successes → selection via digital-twin simulation. Only proposals flow out; nothing enacts.
Phase III · Experiment Runner
Q4 2026: Auto-run successful proposals against the sandbox; positive outcomes generate signed pull-requests for parameter updates. Low-risk changes auto-enact after DAO envelope check.
Compute Layer
A100-class instance running Analyzer + Simulator loops continuously. Deployed as persistent Render container, decoupled from live frontend for isolation.
Storage / Ledger
Supabase = single source of truth for state history. Every ASI-Evolve action produces an audit row consumable by DAO reviewers and citizen auditors.
Observability
Prometheus + Grafana visualise nation-health. ASI-Evolve auto-manages its own metrics — if it fails to self-regulate, the failsafe strips its enact authority to zero pending human review.
Voting-Power Formula & Constitutional Rules
The voting-power calculation rewards long-term conviction and penalises exit-and-return behaviour. It is applied on-chain by the DAO contract at each vote. The Praetor floor is enforced after the raw calculation.

The three Praetor wallets together hold a permanent 60% combined voting floor. The remaining 40% is distributed proportionally to citizens according to the Raw_VP formula. This is a hardcoded contract-level guarantee and cannot be voted away — it is the anti-transhumanist failsafe.

Delegation rules
- Delegatee must hold a valid Cardiac ID citizenship credential on Base mainnet.
- Praetor wallets cannot delegate away their 20% floor (delegation only transfers Raw_VP).
- Delegation is one-hop only — a delegatee cannot re-delegate power they received.
- Revocable at any time by the delegator; effect is immediate on next vote.
- Anonymous voting (via NWO Anon zk-proofs) preserves delegation but hides the delegator identity.
Proposal lifecycle
- Submit: any citizen wallet with a Cardiac ID and any $STATE balance can submit.
- Praetor review: at least one Praetor must sign to move a proposal from Pending → Active.
- Public vote: once Active, all citizens can vote until the close timestamp.
- Force-close: any Praetor may unilaterally close a vote early if it constitutionally endangers the state (recorded on-chain with justification).
- Enactment: if it passes and clears Impact-tier Praetor sig, ASI-Evolve applies the change; humans review the audit row within 7 days.
Contract deployment on Ethereum mainnet is pending digital-nation reaching 100% operational completeness (see Autonomous Progress page). UI is fully wired; on deployment, the contract address populates the footer and Live mode activates automatically.
